Based on the Law of the Republic of Azerbaijan "On leaving the country, entering the country and passports", foreign citizens and stateless persons (foreigners) can enter the Republic of Azerbaijan with their passports by passing through border zones determined on the basis of visas issued to them in accordance with international agreements.  Citizens of some states defined by the interstate rules of which the Republic of Azerbaijan is a member can enter the Republic of Azerbaijan without a visa.

 The following documents are required to apply for a visa:

• 1 application form;
• 2 color photos (white background, 3x4);
• Passport of foreigners or an official document confirming the identity of a stateless person;
• Invitation letter, tourist visa voucher or other document confirming the tourist's visit;
• Receipt of payment of state duty.

A foreign citizen's passport or identity document of a stateless person will not be issued a visa if it is less than three months before the expiration date.
